A laptop and a handful of tools is less than a couple weeks loaded-labor-cost for a typical software developer. I can't imagine working for a company that wouldn't consider that a trivial and obvious expense to make me productive in the highly skilled position they've hired me to fill. "Sure we'll get that for you" is exactly the expected response, at least up to the first $5K or so of tooling. Anything less is a signal that this job is going to suck and you should just walk out and find a better one.

I suspect you're right that iPhone users are quicker to open their wallets than early Android users. I bet the gap is closing rapidly now.

why develop for it when there is already a mature platform churning out millionaires?

I can think of several:

  • Trying to make a splash in a smaller pond rather than get attention in a crowded market with dominant established players
  • Prefer programming for a non-walled garden
  • Prefer Java
  • Google fanbot

Both your links cite data from last summer which doesn't tell you much about the current Android Market. Their top selling phones weren't released until late in 2009: Verizon+Droid and Nexus One dramatically change the viability of the android app market.
